Houston—Formosa Plastics USA is planning to build a new $120 million ethylene dichloride/vinyl chloride monomer reactor unit at its Point Comfort, Texas, complex, according to documents filed with the Texas Comptroller's Office.
The company is seeking tax breaks from the county and school district that houses the Point Comfort complex.The documents, originally posted by the comptroller's office in early November and updated Jan. 19, also note that the new unit could be built at Formosa's Baton Rouge, Louisiana, complex.
The documents do not include information about additional EDC or VCM capacity, nor do they provide an estimate on when construction would begin or a target startup date.
"Our business model is to conduct an extensive evaluation before we make any final investment decision," the documents said.
The company did not respond to a request for comment.
EDC and VCM are intermediates produced in the production chain for construction staple polyvinyl chloride, used to make pipes, window frames, vinyl siding and other products.
Formosa has a PVC expansion project under way at its Baton Rouge, Louisiana, complex that will increase the 513,000 mt/year PVC plant's output by 136,077 mt/year, according to permitting documents. The expansion was slated to come online in the fourth quarter of 2021.
