East Kentucky Power Cooperative is accepting proposals for up to 375,000 st of spot coal for delivery to its Spurlock power station near Maysville, Kentucky, according to a coal solicitation issued Tuesday.
The utility is seeking spot deliveries of up to 125,000 st/month, beginning January 1, 2019, for a term of up to three months at its Spurlock Unit No. 1 and Unit No. 2, which are pulverized coal units with wet scrubbers.
Coal specification requirements include a minimum heat content of 11,000 Btu/lb, maximum ash content of 15%, maximum moisture content of 15% and maximum sulfur dioxide content of 7 lbs SO2/MMBtu on an "as received" basis.
Delivery method can be either by barge on the Ohio River at Milepost 414.1, or by train at Charleston Bottoms, Kentucky, via CSX Railroad or TTI Railroad. If the coal is to be rail-delivered, a freeze condition must be applied on December, January and February shipments at EKPC's option.
All proposals must be accompanied with a proximate analysis, including grindability, mineral/ash content, trace elements and ash fusions. All fuel options available to EKPC will be evaluated to determine the most economical fuel for future use.
Proposals must be submitted by 2 pm EST, November 9, and must remain valid for at least 30 days.

Through the first eight months of 2018, over 2.35 million st of coal with an average heat content of 11,651 Btu/lb was delivered to EKPC's Spurlock plant from mines in Illinois, Kentucky, Ohio, West Virginia and Pennsylvania at an average price of $42.84/st, down 6.2% from 2.51 million st delivered in the same time a year earlier at an average price of $45.71/st, according to data from the US Energy Information Administration.
